		<description>Я была недавно в Киеве, в связи с одним проектом, который был направлен на
поддержку и научной и иновационной политики Украйны. И имела возможность
познакомиться с деятельностью инкбаторов, КПИ, Академии наук и т.д. Очень
сильное впечатление произвело на меня то, что Украина смогла сберечь свой
научный и иновационный потенциал. Сейчас ей очень необходимы международные
сети сотрудничества, какими являются, например, Ecabit, Enterprise Europe
Network, Innovating Regions in Europe Network, которые могут увеличить
международный рынок, который сейчас в основном охватывает Соединенные щаты Америки, Китай и еще некоторые страны Азии. В следующий год в Украине откроются несколько проектов, направлены на  поддержку бизнес инфраструктуры (инкубаторы, техно-парки, инновационные центры), финансовых инструментов (ветчурные фонды), интеллектуальной собствености, интегрирования Украины в международные сети и в Седьмую рамочную программу.</description>

     The period of financial crisis is the update of life and the business renewal. 
Russia considers that the creation of innovative start-ups should get a new level next year. According to the information of the Ministry of Economic Development 10.5 billion rubles allocated from the budget for small and medium-sized businesses support,
for the first time money will be allocated for the start-ups creation. 
Now preparing the  regulations  and  the conditions of contest, which will be announced to subjects of the Russian Federation in January-February 2009.</description>

		<description>Глобальный кризис для Украины – это вызов, который может позволить пересмотреть многие аспекты нынешнего состояния экономики страны, и, надеюсь, определиться с направлениями, а главное, путями ее будущего развития. 

Основным способом не просто преодоления кризиса, а выхода на качественно новый уровень экономического развития, безусловно, являются инновации на всех уровнях. 
Для экономики Украины сегодня - это простирается от необходимости изменения структуры управления и регулирования экономики; ее переориентацией с сырьевой на высокотехнологичную доминанту, заканчивая новыми формами и методами стимулирования инновационного технологического производства, развитием инфраструктуры поддержки инновационного предпринимательства и т.п..      

Несоизмеримо большей проблемой для Украины, нежели для других стран европейского и евроазийского регионов является то, что такие общие негативные тенденции кризиса как сворачивание производств (в случае Украины – импортоориентированных), подорожание всех видов кредитов, сокращение персонала и увеличение числа безработных усугубляются наложением внутренних проблем, вызванных политической ситуацией: не работающим парламентом, отсутствием взаимопонимания между тремя ветвями власти ( Президентом, парламентом и правительством) и, как следствие, невозможностью оперативно реагировать на необходимые изменения.

 Выход из ситуации может быть найден только в случае своевременного принятия антикризисных мер основанных на инновациях; формирования стратегии развития экономики страны, базирующейся на инновациях в образовании, науке и производстве, формировании условий для развития малого и среднего инновационного предпринимательства; принятия необходимых еще вчера законов, законодательно обеспечивающих реализацию этой стратегии.    

Кризис активизировал научную и инновационную общественность в стране. Например, в Харькове была разработана Региональная инновационная система, которая, по замыслу авторов, должна стать движущей силой, способной перевести экономику Харькова на инновационный путь развития, включить мощный научно-технологический потенциал города в хозяйственный  оборот, в местный и европейский научно-технологический
бизнес.</description>

		<description>The recent war in Georgia and global crisis affected national SMEs directly. Nothing has changed in the sphere of start-up financing, which was not available institutionally in Georgia anyway. Georgian economy has been oriented on FDI neglecting small business development, causing the virtual absence of support instruments and infrastructure, so no significant changes here also. However, bank credits become unavailable even for established and strong SME, as interest rates skyrocketed. In the atmosphere of plummeting sales and credit unavailability, many businesses find hard to survive. It is hard to judge about the real picture, as statistical system is much underdeveloped and unreliable.</description>

On December 8 above 30 business incubators of Russia joined to the celebration of the 1st Global Business Incubation Day. 
Our answers to the financial crises:
The first answer-
On this day the Local Forum of innovative projects, including students’ projects was organized in Tambov.
Tambov State University named after G.R.Derzhavin sums up the innovative educational program of the university, as a part of the national project «Education». 
During the Forum there was the contest, which were attended by several dozen innovative projects, the results of which were estimated to 8 criteria: 
- Contents of the stand; 
- The availability of innovative products (design, training and methodical products, including multimedia, etc.); 
- The availability of innovative projects; 
- The availability of advertising products; 
- The availability of effective contacts with enterprises,
organizations and other regional structures; 
- Consulting and other services; 
- The introduction of the activity results in the real sector of the regional economy; 
- Elucidation of activity of the laboratories (centers, clusters) in the media. 
NEO «The regional center of management and culture» in the person of the director- Olga Lapteva took part in the event as an expert.</description>

		<description>I would agree with the colleagues from Bulgaria. The crisis is still not severe here, but having in mind that our economy is quite export oriented to EU and USA next year is definitely going to be a real measure of the impact. In such a situation the well established companies are at risk... when it comes to start-ups it is obvious that they are at much higher risk. However we are in a good position of having started several measures under the operational programmes and in the next year we are expecting quite interesting call for proposals for innovative start-ups. The Government decided to raise the financing under the Competitiveness Operational Programme for the next year calls by 50% (really fresh and good news). The problem is that these are the only resources available for start-ups for the moments, but we have to be positive and try to help as consultants to as many as possible new entrepreneurs.</description>

An internal research of US venture capital company Sequoia Capitals in October 2008 indicates, that in the US VCs are increasingly focusing on the following seven key questions now: 1. The start-up must offer a “must-have” product. 2. An established revenue model must exist. 3. The market development must be transparent and without significant risks. 4. Clients of the proposed business must show high solvency. 5. Strong market positioning against competitors. 6. Cash is king. 7. Short-term profitability. Business plans of start-ups have to indicate high flexibility for worse-case scenarios including for example low fixed cost models with high profitability on the short term already. According to German experts, these criteria gain similar relevance in Germany now. Nevertheless, since the risk-taking culture in Europe is traditionally different to the US investment and start-up market, thus changes are expected to be less substantial in Europe than in the US.&lt;/p&gt;
&lt;p&gt;Some even argue, that the financial crisis bears new chances for innovative start-ups. With selection criteria getting tougher, innovation as a key factor for competitiveness gains importance, which might increasingly disadvantage those start-ups without innovation as for example me-too approaches.&lt;/p&gt;
